Personnel evaluation in selection and assessment processes in the public administration

Luca Tamassia

The article focuses on personnel evaluation in selection and assessment processes in public administration with particular attention to the integration between legislative aspects and contributions from work and organizational psychology. Skills management is introduced in the reform of the public system as an important lever of cultural growth in our country. The selection of human resources is described as a strategic stimulus for the public body. Highlighting how the selective behaviours of public administrations are not yet in line with the regulatory principles governing selections, we identify some critical aspects. We spotlight the turning point in access to managerial roles in public administration in the most recent regulatory framework. After having presented selective evaluation and its phases, an example of a selective procedure is recommended, which could be used in a public exam. This contribution offers a perspective for reflection in relation to the challenge of personnel evaluation in selection and assessment processes in public administration.
