Sulla strada dell’inclusione sociale: problemi e proposte

There are approximately 3,000,000 persons in Italy with disabilities which are however significant. The very serious disabilities correspond to approximately 1,500,000, estimated on the basis of the carer allowances paid. It can be assumed that the compulsory insurance for Long Term Care (LTC) in our country can draw on the contributions already paid, fully or in part, while decreasing proportionally the pension benefi ts at the date they will be paid out.
Foreseeably, almost the entire population would be prepared to forego a fraction of their pension, however limited, if they were guaranteed signifi cant cover for assistance in the event of a chronic disability: these represent two of the principal points of the report that prof. Alberto Zuliani presented at the «open» disability workgroup meeting organised by the Luca Coscioni Association, coordinated by prof. Alberto Zuliani – a former Chairman of the National Statistics Institute (ISTAT) and Chairman of the «Dopo di noi» (After us) Foundation. The Meeting was organised on Friday 9th October in Rome in the Association’s Headquarters.
A second report was presented by Alessandro Solipaca and will address the topic of inclusion diffi culties of disabled persons in the workplace (among the persons with disabilities, only 3.5% are in work, and in addition, they face a series of «barriers» which render their work more difficult). The third introductory report was presented by Maria Teresa Agati, Chairwoman of the Confi ndustria (Association of Italian industries) Commission on Technical Aids for the Disabled (a list that is decades old and that prescribes superseded aids continues to be used, allocated on the basis of muddled, inefficient and ineffective, needlessly expensive processes; the disabled no longer believe in the government’s promises: those who can, buy what they need and pay out of their own pocket).
