On the 27th December 2012 Minister Francesco Profumo signed the Ministerial Decree entitled Intervention measures for pupils with special educational needs and local organisation for school inclusion sparking an animated debate which continues to involve special pedagogists, teachers, school heads and unions. In this article we turn our attention to the intervention measures set out in the Decree, and in particular in the subsequent Ministerial Circular n. 8 dated the 6th March 2013 and in Note 1551 dated the 27th June 2013 on the Annual Plan for Inclusion, with the intention of discussing them and prioritising the aspects which are more directly connected to educational activities and their preparatory planning carried out by teachers. However, firstly we are going to present some insights so as to better understand the concepts of Special Educational Needs and school disadvantage, used in the Ministerial Decree and subsequent acts.
