Indicazioni operative per promuovere l’inclusione scolastica degli alunni con BES sulla base della DM 27/12/2012 e della CM 6/3/2013

The Ministerial Directive dated the 27th December 2012 «Strumenti d’intervento per gli alunni con Bisogni Educativi Speciali e organizzazione territoriale per l’inclusione scolastica (Intervention strategies for pupils with special educational needs and local organisation for school inclusion)» and the subsequent Circular n. 8, dated the 6th March 2013, governing operational guidelines for its enactment, have prompted conflicting reactions in the
world of schools and among those who deal with school inclusion. These documents have, to their merit however, brought into clear focus the fact that there are pupils with difficulties, with Special Educational Needs which must be recognised and for which the right kinds of personalisation must be defined. In this sense the Class Council has the essential task of making competent evaluations of a pedagogical and didactic kind and plays a strategic
role in working towards inclusion. From this perspective, the article offers some strategic thoughts, illustrated by the operational guidelines, in order to support schools in this process, providing guidelines for understanding and quickly responding to these needs.
