Un welfare all’altezza della Costituzione

The article examines the characteristics which are missing in our country’s welfare system to enable the system to live up to the Constitution: the financial improvements required in quantitative terms and the priority choices; the efficient management of the public; the possibilities of taking action to improve the level of welfare achieved. The essential conditions for a «successful» welfare system are identified in the definition of the role to guarantee the public, in streamlining public management, in overcoming the ideological prejudices in the defence of organisational and management rigidity, in opening up to a horizontal, non-instrumental subsidiarity nor to attain «the maximum discount».
