The new frontiers of inclusion: CBR and generative welfare

The aim of this article is to explore the practical application of two approaches to inclusion which come out of two very different cultural backgrounds and yet, in our view, are complementary. Community-Based Rehabilitation (CBR), which is cited frequently in the World Disability Report (2011) as a strategy for encouraging the social inclusion of people with disabilities, allows us to focus on the necessity to learn to involve the local community in order to counter the loneliness which disabled youths and their families often have to deal with on leaving education or training programmes. The perspective of Generative Welfare, formulated by Fondazione Zancan, marks the path which must be taken in order to tackle insufficient institutional responses to the needs of vulnerable people.
