I migranti e l’Europa: una sfida per il futuro dell’identità europea

This paper analyses the difficulties of a European response to the challenge posed by the flow of migrants who are pressing at its borders. It highlights above all the lack of a unified response, despite the guidelines set by the Treaty on the Functioning of the EU about the need to create a common asylum policy and a condition of solidarity between Member States also regarding the financial plan. Furthermore, it puts emphasis on the lack of a European policy that appreciates the migration-development nexus, through the representation of the migrant as a transnational actor who is capable of promoting the development of the country of origin and the host country. It also stresses how the reception of migrants is not a utility problem, but rather about justice. Finally, the crisis of Europe is also demonstrated by the inadequacy of its current intergovernmental approach in the field of migration policy.
